Road User Charging & Intelligent Transportation Systems
We are committed to ensuring that the limited resource "road" is used optimally through the application of modern technologies and that the instruments are available to control climate-damaging CO2 emissions.
As consultants, we plan and specify solutions for intelligent transport systems that are optimally tailored to the respective needs and framework conditions. We place a particular focus on the increasing automation and digitalization of mobility offerings as well as their intermodal networking. The advice of our experts is also valued internationally in the electronic charging of road infrastructure financing and in the design of systems for compliance with and monitoring of statutory regulations. In this way, we help national and international clients in the public and private sectors to keep pace with the rapid technological developments in transport telematics.
At the beginning of every large Road User Charging (RUC) or ITS project, it is necessary to take a strategic look at what is to be achieved with the project / system. We support you methodically (e.g. Key-Design-Questions, Morphological Box, Cost-Analysis etc.) as well as in terms of content through professional and technical knowledge and experience for more than 20 years in the international environment. Further steps towards implementation can be easily derived from this.
The regulations of public procurement law are complex. The implementation of an award procedure or the preparation of a good offer requires technical competence and a lot of experience. As technical advisors, we have a wide range of experience in the implementation of award procedures as well as in the preparation of tender-compliant offers.
Through our work for both the public sector and private companies in the areas of RUC and ITS, we know the difficulties and the success factors of a RUC or ITS implementation as well as the commercial and technical operation of such systems. This experience is incorporated into the concepts based on the clear objectives of the policy.
Functional specifications are crucial for the success of the implementation, both for the preparation of specifications for a call for tenders and for the design of a system. Solution-oriented performance specifications of a tender can not only lead to a small field of applicants, but also raise patent law issues. We offer functional specifications in all levels of detail for successful projects.
Systematic testing is one of the most essential success factors in the implementation of IT and telematics systems. Experience in the design of such systems, knowledge of the functional requirements and processes as well as in-depth knowledge of test methodology, test specification and test execution make us an independent competent partner for the public sector as well as for industry.
Often, project management only requires mastery of the various project planning and control instruments. However, in our view, successful project management also requires a very good technical knowledge of the systems and operational processes as well as the ability to motivate and control multidisciplinary groups. Our project managers have proven this in many projects.
For more than 20 years, Rapp consultants have been active in standardisation for various clients. Their work is highly appreciated by public members as well as industry members. Both broad and deep knowledge in the field of RUC and ITS, allow us to efficiently support the joint solution finding process.
We have already supported and helped shape the interoperability of the systems in the first national toll projects (e.g. 2004 interoperability CH and AT). Both at the European level, we are significantly involved in the success of EETS. We still work for Toll Charger as well as for EETS providers. This creates confidence in the concepts and solutions we develop. We support the certification of EETS providers and work on the design of GTP and remuneration systems, to name a few of our services.
